I've heard that top speed is worthless without agility, strength and stamina to get your player to max speeds throughout the game/play. Does anyone really know if there is a set relationship where if your agility is low then your speed is irrelevant?

Never irrelevant.
As your agility is higher and higher the gains are less and less to your acceleration. That's the most appropriate response I can give you.

However, I don't think higher agility ever loses its value in the way of making you cut better and retain your speed while doing it. It also helps with adjusting to a catch and retaining speed after the catch (catching does with that also).
