That said, I would be surprised if Return Specialist was the best dump site for your SP's.
For Pee Wee, I would guess speed or strength is the way to go.

For a pee wee return man...
-Softcap Strength (all you really need to truck the shit out of most DBs and LBs in pee wee)
-Softcap Speed
-Softcap Agility
-2nd cap Speed
That's really all you need to do. That's why I prefer my return men to be DEs instead of CBs, but it's viable with a CB, too.
