It depends on what your stats look like, there is no point in putting points into an SA like Lower the Shoulder if your strength isn't high, b/c the gain you get from increasing the attribute is a better value. If you are sentimental and you want to keep this guy, I would recommend hitting up your GM for some cash and revamping your EQ and put all of it into strength. You can save this dude and make him pretty serviceable, but he will never be elite.

theres no set level.
SAs are unaffected by level. so by spending points in them too early, you are losing gains to attributes that would be getting capped and better level gains etc.
