This is my level 41 LB. I started building him as a speed/agility LB, but with the increasing importance of strength/confidence/etc. I'm afraid his build has become somewhat haphazard.

On a team of low to mid 40's, do you think he is starter-caliber, or should I retire him? EQ is split speed/vision (because I found a super vision piece), custom EQ is in the pass rusher tree.

Without EQ it's 68.

Your choices in VA's are questionable. I would have stayed with agility to the third cap. Not a great build, IMO, but definitely useable.

I don't think it's that bad that you have to retire him. Work on agility to 68 and then vision to 61 natural, then more tackling.
