No, don't think outside the box, look in the box. The text box with the SA description that is.
Does your pocket passing QB "rush, or pass from outside the pocket" very often? No? Then it will very rarely ever activate for him. If you don't plan on standing in the pocket and passing, then you don't have a pocket passing QB.
