I rolled a piece of AEQ that had +3 jumping +1 Change of Direction, should I get this to upgrade over one of his FS pieces?

Another questions, I have 2 pieces of FS for my lvl 15 RDE, would I be better served to keep both of them?

Deep the FS, they are better than CD.

Keep both of the FS to help you get an edge early. When you find better AEQs down the road (SB, TV) then you can switch. But two AEQs on FS would get it up to 10 in a hurry and that will make your DE that much better.
