He is currently wlvl 4 with 30 sps to spend with a base attribute of 26 in punting right now...is it best to plug all of those points into punting right now to take full advantage of the +1 punting on leveling or should i train a couple more times to get the base attribute a little higher and then put points into it??

You should've gotten Punting to the cap at level 3, tbh. You won't lose too much by getting it there now though.

First cap or second cap? I was thinking of saving until I hit the 2nd cap...

No, cap punting ASAP until you reach your target cap. Then cap confidence ASAP until you research your target cap.

For K/P, the +1 level up boost in Punt/Conf far outweighs the advantage of training at a lower level.

I would train up punting to 95% though before capping it so that when you are level 35 or so you can get a free point via training one day. that will save you 10sp when your punting is 80+ natural
