Personally, I wouldn't. There are too many other worthy attributes/SAs for a safety to push past 68 speed. I suppose if I was making a specialty FS build, I might go farther but it would be planned from conception.

I would. Safeties have to cover a lot of area pretty fast. The sooner you can get somewhere the better. But if you're thinking short term... then no.

It isn't a matter of short term or long term for a safety. It is a matter of trade-offs--it isn't as if you ever run out of worthy places to put your SPs. If you plan it out right you can easily have 77+ natural speed, 68+ agility and even 60+ vision by your late 20's.
