No, not a threat at all actually. Too slow to run around an OT, back-up stamina, great agility but you'll get pancaked first against level 30 OT's with 90+ strength and once he's pancaked several times it will get worse because his confidence is so low it will never recover morale!

If the speed was the agility and the strength was the tackling attributes you's have a much bigger pass threat and more involvement in run stopping IMO!

Well, he definitely needs to get agi/spd up another cap, but the build looks fine. 8 caps before level 30 is decent progress. I've seen much worse.
