Currently he plays backup LOLB on a 34 capped team. What should I go after with his next 20 sp's and what should I be training?

I would think about putting at least some of them into Jumping. Once I got mine up to around 35-40, I noticed a nice bump in pass deflections. I've also pumped Swat Ball to 5 and have the Ball Hawk VA maxed out. If you're having problems with missed tackles, Strength and Tackling could use a little help as well.

Does he get pancaked a lot on run plays? If so strength to cap.

I'd go ahead and second cap vision, then cap tackling or strength (then the other). Then third cap vision. I'd train to get strength and tackling at 90%+, then switch to jmp/sta.
