2) Wrong forum, there are actually "Rate my player" forums, and mods and trolls hate people posting in the wrong forums

There are also some FAQs out there about player building... not to be rude, but it appears that you could read them

Yep, check out the wiki on slowbuilding and cap focused building. With Rec TE you really should cap catching and vision first unless you must have them performing at level 13.

It's not that bad, if you want speed to be your focus. Just train vision/catching and get them up as soon as possible.
