Would you rather have a good tackling cb or a good pass deflecting cb?

well if your cb is making a tackle 90% of the time its cause he just let the WR catch the ball.
ideally you want high pd's and low tackles. that shows shutdown coverage skills.

If 90% of CB tackles are from WR catches then yes that's bad, but if they are from outside running plays then wouldn't a good tackling CB be able to stop or slow the play down. On the other hand a good pass deflecting CB probably has low str/tack skills and might miss the tackles which would then lead to a larger gain. The skills of a CB are irrelevant unless the DC knows how to maximize the usefulness of his CBs, imo.
