This will have an immediate benefit, but the benefit would be more defined if his primaries were higher. I won't endorse spending on SAs for a DE until his primaries are situated.

I would train vision/con only for a long time, while pushing speed up to third cap, str and tackling to second. By then vision should be high enough for SP. You've really neglected it.
