have the option to pick up either a Lower the Shoulder piece or a +break tackle piece for my powerback. Since LtS is so low on the SA cost spectrum and only works when it fires, might +break tackle be better piece for me to pick up?

Depends. How much % is the bonus?

not sure why you think it depends on that, but it starts at 2%. obviously not an incredible end-all be-all piece, my HB's only level 19 after all, but it seems intuitive that it'd be more useful to have that always active instead of some unknown % that fires only when LtS activates....

Keep searching for a Power Thru piece.

If you rolled a +5% i would keep it, but 2% is not really good. Keep shopping

and that still doesn't answer the question of which would be better.

Right now the Lower the Shoulder piece would be more effective since hopefully you don't have any SA's right now. Later on maybe level 30 or so lookout for a +5% piece plus an attribute or two and then upgrade it to +19% or so and now you've got yourself a piece. Or you could be really ambitious and go for a +3 strength +1 Power Through SA piece my back found awhile back
