That is the first player I made on GLB, and I wasn't sure as to what I was really doing, the more I learned, the more I focused my build...there was never a master plan.

At this point, is he salvageable? Any one have a plan?

better to start a new one now that you know what to do.

Yea I would recommend retiring him also. You spent too many points into SA's and you distributed your SA's too much. On your try, concentrate ONLY in stats. Some will disagree with me on this, but I refuse to touch SA's for as long as possible until I hit level 40+ (seriously). The only time I touch my SA's are with AEQ and custom equipment:
