Quick question. RE: 68/68/68.
Will teams pick you up at level 13 (prepped for 6 boosts at season's end) when you have 68 speed, 40~ agility and everything else still being trained up?
And I'm not talking about a friends farm team. Are teams picking up these slow builds in the early parts of careers?

Uh, no. Getting your player to 68/68/68 takes to about level 30 if not higher at the cost of all other attributes. Not a good strategy to use. The cost is not worth the benefit. TIA

Unless you have very high agility/vision, you're going to have difficulty finding a job with a good 13-capped team unless you have over 60 speed. You don't necessarily need 68 that early (IMO it's best to take to 60 then work on capping vision, then go back) , but 60 speed/48 (agility or vision) without EQ will easily get you a job for a 13-capped team.
Just about every player on every good 13-capped team is cap-built, if not slowbuilt.

That's just mathematically wrong. You can do that for one attribute, in this case speed, but you're going to have to eventually spend over the 3:1 cap as leveling bonuses decline. Also, there's an ancillary benefit to powerbuilding in that it allows you much, much more marginally effective training, so much so that if I powerbuild my player I will have a concrete advantage of several SPs over a non-slowbuilt/powerbuilt guy.
If you want to achieve a 68/68/68 natural state, you just can't do it by taking the attributes to 60. You might be able to get away with it only for speed, but the level gains will decrease to the point where you'll eventually have to spend over the cap to get agility (a minor attribute) and vision to a high enough level where your safety will be competent.
If you want to be really picky, one of your points is technically correct in the sense that it isn't the most efficient route to take speed to 68. Rather a path as shown below gets you maximum results--I wish I had followed it more closely with my guy:
Speed to 48
Speed to 60
Vision to 48
Vision to 60
Speed to 68
with agility following.
