From Bort's Announcement today:

Regular Leagues
- This offseason, we'll be shuffling the uncapped bottom tiers to get teams of similar level together, and all CPU's in their own leagues. This means tiers like USA BBB will get shuffled up, Oceania A will get shuffled up, etc. We'll sort teams based on the median and max level of players on the team.
- For the leagues that have lower level teams shuffled into them (or CPUs), we will be capping them at 13/16/21/24/28/31/34 based on the teams that get shuffled there. Leagues with teams in the higher 30's, 40's, etc. will remain uncapped.
- Next offseason, we'll do some more shuffling and reform the leagues into our new stucture.
- To go with this restructure, the available fan amounts for the new lower tiers will be adjusted so that selling out a fully maxed out stadium will be much harder and require lower prices. This is to make sure that teams who have a full stadium and drop down to the bottom to rebuild don't have a big advantage over the other teams there who are starting out.

Dark days ahead if this league gets split up.

not real sure what that can mean. I really dont think they'll mess with the 7 too much. we've got some CPU teams, but mostly we're competive with each other. I'm not gonna worry too much about it.

pretty much all its saying is teams are gonna get moved to leagues where they'll be competitive. Another complete reorganization of all the teams, and all the Cpu's will be put at the bottom.

That actually struck me as lateral movement, though, an attempt to get teams of equal average level into the same leagues while moving teams of other levels sideways to other BBBs.
