I'm trying to figure out how to properly set this, so if once is blitzing, the other is in coverage, with no kinda strange limbo place on percentages, where, as an example, the LOLB and SS will both drop back in coverage, instead of one blitzing. I had previously been trying it at about 70/30, and the ROLB set to 100, with a total of max blitzers at 2... I'm wondering if setting LOLB and SS both at 99 with the 2 max blitzers might make it fire more accurately the way I want it to?

It does happen, unless every AI output you have has at least 1 blitzer. If you have plays with 0 blitzers in AI (and no 0's filled in), but a percentage in basic, it will blitz a random guy that percentage of the time.
