Need advice. My stats are just crap. What is the deal?

I have hit first sofcap on throwing and vision. Working on 2nd cap for throwing.

Stop putting points into SA until lvl 34.

Get throwing to 68
vision to 68
strength to 60
confidence to 60
48 for speed and agility
