Was thinking this could be very good for my Lev. 25 LB when he's Lev. 50. He'll have Tackling at 61 Base. After this piece is added in, it'll be 70, and I don't know if he'll ever miss a Tackle. +4 on Wrap Up Tackle too.

You would have enough tackling as you get higher, so I don't think its a good piece. If it's something you want to use right now, then purchased it.

Wrap up tackle is not that great, IMO. It's only a 1st level SA for safeties, so that should tell you that it's not that much of a difference maker. If your tackling is at the 2nd cap and you play wrap-up, you won't miss many tackles anyway.
Diving Tackle is the better SA, IMO. It extends your tackling radius.

and Change Direction is the other 1st level SA for SS. Quick Cut is the first SA for HB's, First Step is the first SA for DE's. Perhaps, Bort, meant for it to go weakest SA to best but it isn't always the case.
I was under the impression Diving Tackle just helped with the percent chance to make a diving tackle.. I don't think it extends the range. I'd say the SA's are equal or that wrap-up might be a bit better. Diving tackles tend to be more difficult to make so the bonus helps, but you'll attempt way more regular tackles.

I think that's a GREAT piece of gear. Would rather have +3 speed than +3 tackling... but whatever. Wrap Up Tackling is a very good SA imo, and getting it to 3 or 4 via AEQ would be very valuable I think.

+1. Position in the tree doesn't always equate to power. First Step is HUGE for many positions, and as you said, DEs get it as a first-slot SA. Similarly, Pass Block and Run Block for C's are actually quite good (very bland, but good), and they're the first slots in their respective trees.
