From the description, it seems like it was made to expressly prohibit DE/DTs from getting use from it.

Agreed, but sometimes Bort does odd stuff (or leaves stuff out maybe) on descriptions sometimes. It makes sense though, that its made expressly to prohibit D line from using it. Of course... GLB + making sense = ????
