No need to.
You haven't wasted anything anywhere that you can't work into a good build.
Your EQ should all be in your primary stat (spd or agi...your choice agi will do fine)...and @ level 18, it's not so expensive that it can't be fixed.
Get your agility to natural 3rd cap, then speed. That will keep you occupied for awhile...then you can work on FS and TV.
After you get plenty of both, then it's time to round out the build. Strength (2nd cap if you can), Vision, Stamina, Confidence.

I've seen worse, I'm leaning towards not retiring and Bluto's advice should put you back on track.
