I have Tight Spiral at level 9, and AE Pass Quality +17%. I know my PQ is good, but not sure how to find the overall PQ Rating and what is the actual in-game effect of Pass Quality? The description is kinda vague.

I'd hazard a guess that each level of tight spiral is maybe +2-3% pass quality, so the description of tight spiral would give you a nice idea of what it does...
Every time you throw the ball, the ball is given a pass quality rating (sort of like how nice of a spiral it is). This number is effected by your attributes (throwing/strength), the pure randomness of a given plan, and can be negatively effected if you are hurried. That number, then multiplied by 1.35 for you, if we assume that each level of tight spiral is +2% pass quality, since 2x9+17=35...

It hurts the CBs INT and PD rolls, and it helps the WRs catch and clean catch rolls...
