I'v heard of some who put points into them to early and failed.And how early on can they can be effective enough to have a noticable impact?

maybe early 20's go with 1-1-2 in the shut down coverage tree. Only spending 4 points and getting noticeable gains. then continue on with attributes like normal.

my guy is at level 17,it would be cool to get some pointers early on,

his stamina is pretty low,but hopefully natural increases can even it out.
whats the chances of anything happening if I invest now?

I would wait until you're closer to 30.

You've still got vision, jumping, and agility to work on. Stamina will get better with the leveling bonuses, but could still use some training.

Get speed / agility to natural 68, jumping to 48, and vision to 48 before you think about SAs.

You could do it now. Would be nice to see you cap vision, then do it though.
