how would you suggest to set the tactics, if I would want to split playing time 50/50 beetween two players?

98/99 will pick the player with the highest stamina which won't always give them equal snaps, depending on stamina and special teams.

99/1 will alternate plays between the 2, giving them as close to equal snaps as possible,

what about a 3 man rotation?

98/99 will pick the player with the highest stamina and should give you the best setting for a 3 man rotation, this is what's used in the D leagues.

If one player in your rotation is on special teams he wont get as many plays as the others because special teams takes more energy,
