56 inputs for defense is completely unnecessary.

I used http://www.glbwiki.com/index.php?title=Developing_a_Successful_Defensive_AI to build my DefensiveAI. I will only be GM'ing two teams, so I like that the AI is a little more extensive. 10-15 seems very vanilla. But I'm sure it's perfect if you are DC for many teams.

Its been a while since I checked, but I remember 30 as a number for my Defenses. These usually have 3-4 outputs, too.

Well it depends. I am trying to create a generic AI that is good for teams we play that we over match which is very balanced. But against strong teams or important games I like to game plan individual AI setting especially if the team has some strong tendencies like running on 1st down 90% of the time etc.
I like to script for formations but will do it by downs if the above case is true. Last game against an even team I scripted by downs and had maybe 15 inputs which was enough to hold them to 17 pts.
So I really think unless you have a ton of inputs it really depends on you opponent. I guess UnderDogs 7,041 inputs would probably cover just about every possible play.

No more than 15 for defense. The sim and the plays are simple enough that you can break it down if you really try. There's no need to keep things honest and make it overly complex.

For defense you really don't need that many. What usually ends up happening, in my experience, is that people don't keep it organized when they get it really extensive. Then things start duplicating and you nullify plays that you wanted to call because of where they are in the order of the AI.
I usually have about 6 inputs and 30 outputs for offense in a game, or a little more and 10 or so on defense completely basing that on my opponent.
