Bort said in season 4 that vision was busted... I haven't heard anything to say that it has been fixed. He never mentioned elusive running and I always run power and I've had issues with it.
Do we have an answer?
I only ask, because I've been purposely keeping vision low over the last 2 seasons and I'd love to know for sure.
I know Bort has mentioned a change to elusive running since then, which was the only thing that was making vision bad for HBs. Both of my HBs have pretty high vision, and they're pretty successful, and never stutter. I think you'll be fine if you just don't run on elusive.
And the way I see it about vision is that it's pretty much just reaction time for every position. The higher vision you have, the faster you'll make your move whether that is going in for a tackle for a LB, making a pass for a QB, juking for a HB, etc.
As far as RBs are concerned, the decision is based on the run style you pick. Elusive does a check/decision at 3 game ticks, combo does one at 5 and power does one at 7. So your power pack sticks to his initial decision longer, regardless of where defensive players move to. Vision just gives him more info to use in making a decision.

Think of it like this: Reggie Bush of the NFL runs on combo, he tries to get away from tacklers, but if nothing is there then he puts his head down and tries to fall forward. Reggie Bush of USC ran on elusive, he tried to get away from tacklers, but if nothing was there he would run backwards and across the field trying to get away.

lol....my guy runs on power. Bort has also said that power running increases the chance of fumbling. As does high speed backs, as he stated the impact is greater so fumbling is increased. It is a lose lose situation. Every thing has its positives and negatives. Go figure?????

I dunno, I was still skeptical of elusive running, but from game 15 this season, I switched from combo to elusive, playing against similar level teams, and the results have been pretty good.
I run on elusive with softcapped vision and have never run into the stuttering or indecision problem behind the LOS. I've seen him wait maybe like one second and cut one direction behind the line, but thats it.
