I just created a CB, and I'd like him to be a good returner.
Should I soft cap first Speed, then agility, then vision?
Is carrying important?

The order doesn't matter too much really because you need to go past the initial soft cap in speed, agility and vision. Carrying is important since it keeps you from fumbling and helps tackle avoidance.
