i want to make a shutdown CB. i have 1000 flex points to use. what should i work on to start?

First - soft cap speed
Next - soft cap agility
After - soft cap vision
Train on jump up to 35 and catching up to 30.
get stamina to about 35 and walla.
The equipment is your choice, if you dont want to get beat deep put it all onto speed, if you would rather break on the ball a little faster the put 3 onto speed and one onto agility.
The only SA's you should worry about are Super vision and shut down coverage, but dont touch any till your level 20.
You can also build him balanced if you would like, if you do that keep speed and agility about 7 ahead of vision the whole time.

Speed to 69, Agility to 61, Vision to 61, Jumping to 49, then start working on your Shutdown SA Tree (Swat Ball/Sticky Hands/Superior Vision/Shutdown Coverage)

WRONG on the SAs! First Step is semi good, and if you took the points you would have put in Shutdown Coverage, and pump Change Direction and Super Vision, then you get the same result with less SP used!

but first step and change direction does have to do with your CB getting beat. whats the point of being able to deflect a pass if your nowhere near the man your meant to be covering?

shutdown is for man. in a zone defence it isnt effective. plus 10 shutdown may cost you 50 points but you need to waste 4/5 points into smooth operator

Don't down play vision so much. I personally think its the most important attribute in a CB. Of course everyone has their own idea about what a good CB build is, I just know that my philosophy has worked thus far on my CB.

To OP:
Speed, agility and vision all to 2nd cap while training jumping/stamina on the side . jumping could be combined with other skills though , but I like stamina to make sure you get enough plays and don't make any mistakes later on .
When you hit those three 2nd caps you're about level 24 . Then I guess you can go several directions:
1. Get more speed
2. Go for the SAs
3. Get jumping to soft cap
4. Even out build , putting SPs in strength/tackling/catching (not really recommended though)
5. Make threads asking what to do (already done)
As you can see I'm nearing level 24 as well and I have no idea what direction I'm going in
shutdown is for man. in a zone defence it isnt effective. plus 10 shutdown may cost you 50 points but you need to waste 4/5 points into smooth operator

As soon as Bort adds DPI penalties, you guys are going to regret not putting those 4-5 points in Smooth operator for Shutdown Coverage.

we can always put points into smooth operator later, but you can't take it out once you put it in =P

I think Smooth Operator is underrated, I think it allows you to play closer to a reciever, add that in with Shutdown Coverage. I haven't put any SPs in any SA's yet though. I'm training Stamina and Jumping at the same time and I'm seeing less tackles and slightly more PD's not to mention more playing time.
