I've never done this before, how do I do it, I have all SP's saved up.

I would get agility to the 3rd soft cap first and then work on speed. You want to be able to agility up to 32-35 via daily training first so you can maximize your SP however.

Agility helps a lot on returns. I have no yet started adding SAs but I'll probley stay away from Return Spec. and put some points into Change Direction as this SA helps both when you return and when you play CB. Ideally I want to get his speed and agility up to 80 each w/ equipment and then start adding SAs. Once I boost at the end of the season I'll have more then enough SP to do this.

I'd follow what scrockstar and Underdogs are saying...
agility to 67 (i'd be interested to see what all equipment in agility would do)
speed to 67
vision to 60
train strength/carrying to 30 (fumbles hurt)
change direction, super vision, return spec when you're happy with the base attributes. It'll take to around level 25-30 to get agility/speed/vision up there, and I wouldn't invest in SAs until then.

Speed first, then Agility. Vision and Carrying should be no lower than 35 by early 20s. 29 yards a KR, 21 a PR, 3 TDs returned this year after 6 games.
Last year I had 3 PR TDs, 1 KR TD, 1 INT return TD, and 1 Fumble Recovery for a TD.

Here's how I'd do it, a pure speedster return build:
Do NOT cap an attribute when you are able to. Instead, continue to train on it while you horde SP, only putting the SP into it when you are ready to cap it at its final cap.
Desired caps:
Speed - 4th
Agility - 3rd
Vision - 2nd (or 1st if you decide you want to compete a bit earlier)
From the start of your career, train speed/agility on intense and use the bonus tokens on SP. When you can 4th cap speed with your saved SP in one shot, do so, and then move to agility/vision on intense. Same thing, just cap agility at the 3rd cap when you have enough SP to do so. You may be training agility well beyond 30 but this build is about sacrificing your minor attributes. After you've 3rd capped agility, pick another intense combination with vision while you save up SP to cap vision. I'd recommend Vision/Jumping just so you can make the most of the CB#4/#5 role you'll probably have to go along with the return role. Then after you've capped your vision at the first or second cap I'd move to jumping/stamina drills just to make sure you get up into the high 20s with stamina which should be enough for your purposes. The only SAs I'd consider investing in are FS, CD, and RS, the first 3 in the speedster tree. Change Direction is your main SA that I could see being worth taking up as high as 6 or 8 base, and FS should only go as high as you need the prerequisite for CD to be. Return Specialist is praised by some and loathed by others so investing in that is your call based on your impressions of it.
This would net you a damn nice CB return man by today's standards and it's also designed to stay with the speed curve that is bound to increase by the time you complete it (meaning the 4th cap might replace the 3rd cap as the new gold standard for speed on return guys), but I'm thinking if you decide to not invest in Return Specialist it could be worth it to spend 5SP/point in speed for the lack of anything else worth raising. This build is more about taking the fumbles as they come for the sake of creating a completely unfair return game and if Elusive running ever does get perfected so that it's CONSISTENT, you should be happy with the result.

Str isn't THAT important for Corners. Neither is Tackling. If you want to be a good corner who is good at returning kicks, focus on speed agility and vision.

I thought the point of slow building was to train until you could get to 48.06 with saved up SP and then start on the next attribute. I'm slow building a CB I want to be a returner, and I guess the good news is I've only been training speed/agility and have yet to spend any SP. Should I really wait until I can get the speed all the way up to the third cap?
I can certainly be patient, but that might take quite a while and I'd think I could get three primaries up to 48.06 with the same amount of skill points.
Any thoughts?

As long as your training rewards are still greater than the potential natural level gains if you spent your SP, you should continue training. Just capping something at the first cap for the sake of capping it is a misconception - if your build calls for it (it involves training your majors longer, and skimping on your minors, leaving you less well-rounded), you can just horde the SP and continue to train.
With a skill that gets 0.33 on level-up that is 1st capped, you could say you earn an "extra" 0.33 points on level up because the cost to raise it has been doubled. When you compare that to leaving the attribute low and training, there's no comparison, you can easily train two to three full points in an attribute in the time it takes to go up one level.

So it sounds like something like a TE (or even more so a Center) you might want to soft cap at 48.06, but for something like CB where it goes up .33 you're better off training?
I guess I'll keep hoarding. I really want him to be fast as hell and a good returner.
