I'm building him mostly as a kick returner, but he's not doing well at all. what could be wrong??

Stop trying to make him a returner and make him a good CB. A good CB will always be a good returner.
Honestly the build is pretty decent so far. I would cap Vison, then get both SPD and agil to the 2nd cap.

Carrying supposedly works wonders in the return game....altho i have no firsthand experience with KR/PR builds.
