Does scrambling frequency determine how often a QB decides to tuck the ball and run, or does it also determine how much he'll move around in the pocket? I've checked the wiki and a few other threads, its not quite clear.

As of right now I assume that scramble frequency is only for tucking the ball and running. Favoring long passes means the QB will hold the ball longer and possibly move around in the pocket.

from what I understand it just effects the likely-hood of the QB tucking it away and running with it on a pass play, not movement in the pocket.

I've never seen my guy running the ball on a pass play despite being on scrambling for a while.

I had the same thing most of last season, my QB would pass to covered recievers rather than scramble for a few yards when it was there, despite being set on scramble often. Did scramble once in a preseason game for a big gain so my hopes are up.
