Okay Say i set my offensive AI to short 0-3 yards, medium 4-6 yards. If the play comes back as 3.5 yards to go how will the AI treat it. Will it go to basic programming? And if i set medium to 3-6 and it is 3 yards to go which will it chose? Or can the AI handle .5 inputs?

The AI rounds halves up when you hit update. Just put your 0-3 setting above the 3-6 setting in the advanced AI, since it works down.

As harshmellow says, it depends on the order of your inputs....
My settings are similiar 0-3, 3-7, 7-10... blah blah blah. If you want a 3 yard situation to pick short out puts over medium out puts, then put the inputs for short distance above the inputs for medium in your AI and they will trigger first.
