why do level 30+ players ask for build advice? I mean, they're level 30! Shouldn't they know how to build the position by now?

Grats you're number 100 to post this , you can collect your price in the reception .
And you'd be suprised how many bad builds are out there and obviously you're new to this , else you would've noticed that the game gets tweaked every season therefore it's hard to build a player that consistently dominate .

As the top lvls go up, the lvls of people asking for advice goes up. This will continue to happen until the game stables out (After season 10 presumably).

Higher levels have spent considerable time and sometimes money on their players and are not getting the production they want. They ask questions because maybe someone who has some success can point them in the right direction.

Because nobody knows the optimal builds.
Also when you get to lvl 30 you should start thinking more about SAs which add an extra dimension to the build process.
