Can anyone share somelight on SA triggers. The general thought is the SA's don't kick in or are effective until speed/agl/vision are over the 1st cap. While other people believe that the SA's are directly tied in with Conf being in the 30's.

The confidence thing is absolute rubbish. The SAs don't don't need an attribute to activate them, unless they directly state that they do. They generally act as a multiplier on you attributes, so if for instance your speed and agility are low, the Shutdown Coverage SA probably won't benefit you much as it won't be multiplying much but it will still work.
Superior Vision states that it's "far more effective when used by players with higher vision". So you obviously need quite high vision for it to work well, however no one except Bort knows exactly how much vision is needed for it to be truly effective.

So than wouldn't that currently unknown vision # make it a trigger?
Well no, I think it will trigger no matter what amount your vision is. Every situation in GLB is an equation of your attributes and SAs, if say the QB uses Pump Fake your vision will be taken into account to decide whether or not you're fooled by the fake. Superior Vision will act as a multiplier to your vision in that situation, but if you're vision is low it won't be multiplying much so it won't be very effective.
(Disclaimer - I can't 100% confirm all this, but I can be sure that any specific trigger points people post are 100% false.)

Bort called out the document with all the supposed "trigger levels" a month or so ago. He literally used the letters BS to describe it.

S.a's work whenever they want to. I have seen a h.b. with 14 agility juke or spin, and I have seen the same hb with 14 str do a power through, on the same play.
