Can I put my starting TE in the WR depth chart at 3rd / 4th? If so how? If I get him in at 3rd WR, who would line up at TE?

Yes, just place your backup te's at the te spot and your starting te will run in the wr spot and whoever is #2 on your te depth will play the te spot.
