If you set up a quarter specific Input/Output and the sim doesn't find a match for that quarter, will it then go back to the non-quarter specific Input/Outputs to find a match or will it automatically go to the basic settings?

The sim checks the quarter-specific settings, then it checks the default AI settings, and finally, if finding nothing, it will look at basic.
For example, you could set a whole gameplan in the non-specific AI, then just modify a certain specific down or situation for a quarter.
