Retire him and create a new LB with the knowledge you have? 
Seriously, though, your equipment is a mess. See if your owner will fund you to replace it all, and put it all on speed. I'm guessing changing your equipment around would give you about 60 speed, which would at least be decent.

My MLB is similiar in the major stats but has been doing great.
Watch some gamefile and see if he has a hole in his game or is just doing his job.
Stats depends alot on the defensive gameplan: who is the mop-up guy, like Briggs in Chicago who is designed to be free to make the play.
