Yes they do work, I've had a lot of success with my power back.

You should go mostly for strength, followed by agility and then speed. Strength on it's own is nothing without agility. Keep topping your speed up though, there's no point in breaking tackles if you can't take it to the house at the end of it. Probably do it on a 3:2:1 Strength:Agility:Speed basis.

Power backs are getting less and less effective now that defensive players are training strength/tackling.

He's going to be very, very horrible. You need to add speed after getting strength capped at 48. Work speed to 48 without equipment, then work speed up to 48 without equipment, then go back to strength and he'll probably be alright.
